Due to a shortage of police officers, the newly-elected female mayor of an unnamed American city has announced a policy requiring the police department to accept all willing recruits, effectively abolishing fitness requirements, educational levels, and medical standards. Not everyone in the police force is happy about the new changes.
Mahoney and his mates have just graduated from the Police Academy, and as rookie cadets they have to go on a mission. The group of misfits will have to face a gang of vandals who are turning the city into chaos, and only in this way will they be able to lower the city's crime rate, but they won't be able to reduce the confusion.
The city has two police academies, one under the command of Eric Lassard and the other of Mauser. Mauser learns that the state will close one of the two academies due to lack of funds. To protect himself, he talks to Kyle Banks and Chad Copeland and bribes them to make sure that Lassard's cadets fail. Lassard, in turn, calls in his favourite graduates: Mahoney, Hightower, Jones, Tackleberry and Hooks who, together with Callahan, try to train the cadets in the hope of saving the Academy.
Commandant Eric Lassard decides that the police force is overworked and understaffed, so he comes up with the idea of recruiting civilian volunteers to work side-by-side with his officers in a program called "Citizens On Patrol" (COP).
The recruits are in Miami for an academy convention at which Commander Lassard, who recently retired, will be honoured with the title of policeman of the decade. Lassard accidentally comes into possession of stolen jewellery and is kidnapped by a gang. When he hears about it, his recruits once again gather to rescue him.
This crazy group of police officers is called out on a mission: they are to hunt down a gang that is robbing banks and jewellery shops. With their talent for mischief, they take on the criminal gang. Under the false suspicion that a spy is infiltrating his police station, Captain Harris helps to make the situation even worse.
