This story depicts an SP (Security Police), a close protection officer with special abilities, fighting against terrorists. Inoue (Junichi Okada), an SP belonging to the Tokyo Metropolitan Police Department, is assigned by his superior, Ogata (Shinichi Tsutsumi), to protect the Governor of Tokyo, Ōkawa (Kumiko Oba). Inoue, who possesses superhuman senses, succeeds in apprehending terrorists plotting to attack the governor beforehand. Amidst this, Inoue once again senses a disturbing presence around the governor.
Inoue (Junichi Okada) suffers a dizzy spell during security training. Tests reveal that his superhuman senses are the result of a childhood experience. Meanwhile, former Prime Minister Katō (Shigeru Tsuyuki) is to be admitted to the hospital for a checkup. Because Katō's hospitalization is top secret, Inoue and Sasamoto (Yoko Maki) are assigned as his sole protection. At that same time, terrorists targeting Katō were closing in on the hospital.
While Inoue (Junichi Okada) was out getting food, terrorists led by Kaneda (Yukiya Kitamura) seized control of the hospital. Caught off guard, Sasamoto (Yoko Maki) was captured. Kaneda and his group began negotiations with the outside, using Katō (Shigeru Tsuyuki) as a shield. Meanwhile, Inoue, upon returning to the hospital, quickly put on a doctor's white coat and blended in with the hostages. Just then, news of the hospital takeover reached Ogata (Shinichi Tsutsumi).
The terrorist group uses an online brokerage to conduct a stock transaction for their 300 million yen ransom. Meanwhile, Inoue (Junichi Okada) takes down one of the terrorists and rescues Sasamoto (Yoko Maki). Concerned for Katō (Shigeru Tsuyuki) and the other inpatients, he begins to take action, careful not to be detected by the terrorists. Inoue enlists the help of the head nurse, Tominaga (Kanako Fukaura), and starts gathering tools for a counter-attack.
Inoue (Junichi Okada), along with Ogata (Shinichi Tsutsumi) and others, is assigned to protect Ōhashi (Jin Katagiri), a key witness in an economic crime case. Meanwhile, one of the associates in the same case dies under suspicious circumstances while out on bail. Inoue and the team decide to place the anxious Ōhashi under 24-hour security. At the same time, a hitman, who had been hired by an unknown party to assassinate Ōhashi, was heading toward the hotel where Ōhashi was staying.
Ōhashi (Jin Katagiri), disgusted with the protection provided by Inoue (Junichi Okada) and the team, disappears from his room. Although they find him before he leaves the hotel, Ōhashi pleads that he wants to clear his head. Ogata (Shinichi Tsutsumi) grants permission, considering Ōhashi's mental state. Meanwhile, the assassin Paul (Sung-Ha Cho) and his accomplices, who had been eavesdropping on the room's conversation, were planning to seize this opportunity to kill Ōhashi.
hashi's (Jin Katagiri) location is leaked, and Inoue (Junichi Okada) and the team move to a different location. However, the assassin John (Junnosuke Tada) tracks down their whereabouts and plants a bomb on the protection vehicle. Furthermore, a decoy package is sent to Ōhashi. Suspecting something, Ogata (Shinichi Tsutsumi) orders an evacuation by car. Inoue, who had been scouting the parking garage, realizes it is a trap to lure Ōhashi out.
This story depicts Inoue (Junichi Okada) from his time as an SP trainee up to the present. As a trainee, Inoue demonstrated high capabilities as an SP. Hearing about his reputation and observing his training, Ogata (Shinichi Tsutsumi) scheduled a meeting with Inoue. Evaluating his passion and ability for the SP role, Ogata decided to bring Inoue onto his team. However, Sasamoto (Yoko Maki) and others were not convinced by the special treatment given to Inoue.
Twenty years ago, Yamashiki (Mitsuru Hirata), who attacked Asada (Kei Yamamoto)—then a politician—and killed Inoue's (Junichi Okada) parents, is released from prison. Public Security monitors Yamashiki's movements. Meanwhile, Ogata (Shinichi Tsutsumi) attends a security meeting for a commemorative ceremony that Asada will attend, and it is decided that Inoue and his team will be in charge of protection. However, the security plan is leaked to the outside by an internal informant. On the day of the ceremony, Yamashiki heads to the venue.
Inoue (Junichi Okada) accidentally spots Yamashiki (Mitsuru Hirata) and recovers memories from his past. Meanwhile, the ceremony attended by Asada (Kei Yamamoto) begins. However, Inoue, who has been suffering from headaches and dizziness since encountering Yamashiki, cannot focus on his security duties. Just then, the large man (Uotake Hamada III) who once targeted the governor appears. Inoue attempts to restrain the man.
Yamashiki (Mitsuru Hirata) attempts to shoot Asada (Kei Yamamoto), but runs out of bullets. Inoue (Junichi Okada) uses this opportunity to guide Asada toward the exit. However, the injured Inoue is quickly caught up to. Yamashiki tells Inoue, who is shielding Asada with his body, that the terror attack 20 years ago that involved Inoue's parents was a fake terrorist plot orchestrated by Asada to boost his popularity.
