Un industriel millionnaire, corrompu et sectaire, ordonne l'exécution du Capitaine Dobey et de sa famille. C.J. Woodfield, homme très puissant, organise l'évasion de prison d'un ex-policier, Leo Moon, dont les crimes ont été rendus publics par le Capitaine Dobey. Starsky et Hutch, chargés de l'affaire, s'infiltrent dans l'organisation de Woodfield.
