志々雄のもう一つの狙いが大阪にあると気づいた剣心と一。そこに左之助も合流する。京都大火を阻止するため、葵屋の面々に手紙で協力を仰ぐ剣心。京都での現場指揮を警察署長の荒戸流作に任せる一。用を済ませた三人は馬車で大阪湾に向かう。そして老警官の近江彦左衛門は荒戸に面会したいという十一歳の少年・北沢十郎を連行してくる……。
Kenshin and Hajime realize that Shishio has another objective in mind that lies in Osaka. They meet up with Sanosuke there. To stop the Great Kyoto Fire, Kenshin asks for help from everyone at Aoiya via a letter while leaving Ryusaku Arato, the chief of police, in charge of supervising on the ground in Kyoto. Kenshin, Hajime, and Sanosuke head to Osaka Bay on a carriage after they finish their errands. Then, senior police officer, Hikozaemon Omi brings along Juro Kitazawa, a young 11-year-old boy who says he wants to meet with Arato.
