Eighteen months have elapsed since the conclusion of Day 3. A commuter train bound for Los Angeles explodes. A man steals a suitcase from a passenger in the wreckage and then kills him.
Jack has been dismissed from CTU and now works for Secretary of Defense James Heller. Jack is involved with Heller's daughter, Audrey, and their relationship is growing serious. Jack is in LA for a meeting with CTU Director Erin Driscoll, who fired him a year ago, but he finds himself alienated at CTU by Driscoll and the new staff when reports of a possible terrorist strike come in.
A young computer hacker named Andrew Paige sees something that he shouldn't on the Internet. Suddenly, he finds himself running for his life as he is pursued by terrorists. Luckily, he is able to warn Chloe O'Brian before its too late.
The Turkish Araz family are not what they seem and it becomes clear that they are heavily involved with the day's events. Meanwhile, Heller has a confrontation with his estranged son.
Jack finds that Chloe is his only ally as he tries to prove that the train explosion is merely a diversionary target.

Chloe prévient Mlle Driscoll, sa nouvelle patronne, que des informations indiquent la possibilité d'une attaque à 8h00... En téléchargeant des logiciels, un programmeur trouve quelque chose de suspect sur le net...Jack Bauer travaille désormais pour le Ministère de la Défense et a une liaison avec Audrey, la fille de son patron. Ayant rendez-vous aujourd'hui à la CAT pour représenter le Secrétaire Heller, Jack doit affronter Erin Driscoll, responsable de son renvoi de la CAT...

Jack immár Heller védelmi miniszternek dolgozik és a miniszter lányával, Audreyval jár. Épp a terrorelhárítás irodájában van, amikor a minisztert és lányát elrabolják. Az emberrablók úgy hurcolják el őket, hogy Jack a telefonban mindent hall, de tehetetlen.
Jack Bauer agora trabalha para o Departamento de Defesa dos Estados Unidos. Ao representar seu chefe numa reunião com a equipe da Unidade Anti Terrorismo (UCT), ele acaba se envolvendo numa grande batalha para evitar um ataque planejado por terroristas turcos.
Un tren de pasajeros colisiona en Santa Clarita con una furgoneta apeada en medio de los raíles, provocando una gran explosión. Este incidente pone en alerta a la UAT, que sigue la pista de un posible atentado a las 8:00 de la mañana en la costa este. Chloe advierte a Erin Driscoll, la nueva directora de la UAT y la responsable de despedir a Jack Bauer, que un terrorista turco que se llama Tomas Sherek ha sido visto en Los Ángeles, pero ésta no le hace caso porque está más preocupada en su reunión con Jack Bauer, que ahora representa al secretario de Defensa, James Heller, y sale en secreto con la hija de éste, Audrey Heller.
Poco después, Andrew Paige, un programador de ordenadores que se encuentra pirateando softwares en la red, descubre que alguien, que se expresa en árabe, está tratando de infectar internet y advierte de ello a Chloe, que a su vez se lo cuenta a Driscoll. El tema se desvía al FBI. Cuando Jack Bauer llega a la UAT y se entera de lo que ocurre, dice que Sherek en realidad se llama Jann Bolek y fue autor de varias bombas en Europa en 1990. Jack advierte que el atentado del tren es poco para Bolek y que los terroristas tienen un objetivo más grande.
Tras arrestar a éste, Jack Bauer interrumpe el interrogatorio y consigue averiguar que los terroristas quieren acabar con el secretario de Defensa, James Heller. Cuando Jack quiere advertir a Heller de ello, los terroristas ya le han secuestrado a él y a su hija.
Nel suo nuovo lavoro al Dipartimento della difesa, Jack incontra il CTU dopo un'esplosione su un treno e si lascia coinvolgere negli sforzi per sventare un altro attacco.
