Central City Police forensic scientist Barry Allen's crime lab is struck by lightning. Allen's electrified body is flung into and shatters a cabinet of chemicals, which are both electrified and forced to interact with each other and with his physiology when they come into physical contact with his body. He soon discovers that the accident has changed his body's metabolism and as a result he has gained the ability to move at superhuman speed.

Protagonista della serie è Barry Allen (John Wesley Shipp), ricercatore della polizia scientifica di Central City.
Dopo il violento contatto con un fulmine ed alcune sostanze chimiche, diventa in grado di muoversi ad altissima velocità. In seguito all'assassinio di suo fratello Jay da parte di Nicholas Pike (Michael Nader), gangster ed ex poliziotto, decide di sfruttare a fin di bene i suoi nuovi poteri: così assume l'identità supereroica di Flash, per vendicare il fratello e per amore della giustizia.
A conoscere il segreto di Flash/Barry Allen sono Christina McGee (Amanda Pays), ricercatrice degli S.T.A.R. Labs (abbreviazione di Science and Technology Advanced Research Laboratories), l'investigatrice Megan Lockhart (Joyce Hyser) e il dottor Desmond Powell, più noto come "Ombra della Notte" (Jason Bernard). Da contrappunto comico alla serie fanno Julio Mendez (Alex Désert), collega di Barry Allen, e i due poliziotti Murphy (Biff Manard) e Bellows (Vito D'Ambrosio).
L'avversario più pericoloso del supereroe è il pazzoide Trickster (Mark Hamill, già Luke Skywalker nella saga di Guerre Stellari), che appare in due episodi, Il trasformista e Il lavaggio del cervello. Tra gli avversari è da ricordare anche un clone di Flash, chiamato "Polluce" (che compare nell'episodio Il superuomo), con un costume simile a quello rosso del vero Flash ma differente nel colore blu e nello stemma stampato.
La serie comienza con la destrucción del laboratorio del forense Barry Allen a causa de un rayo. Allen recibe descargas eléctricas en dicho incidente. Rápidamente descubre, con la ayuda de la laboratorista Tina McGee, que el accidente ha cambiado el metabolismo de su cuerpo y como resultado le da la habilidad de moverse a una velocidad sobrehumana. Para vengar la muerte de su hermano, el oficial de policía Jay, Barry se convierte en Flash.

Barry Allen is forensisch wetenschapper bij de politie van Central City. Door een blikseminslag wordt Barry bedolven onder een lading chemicaliën in zijn lab. Met behulp van S.T.A.R. Labs wetenschapper Tina McGee ontdekt hij dat het ongeluk hem bovenmenselijke kracht en snelheid heeft gegeven. Barry besluit zijn krachten voor misdaadbestrijding te gebruiken en neemt de identiteit aan van The Flash.
