竇勝雪(楊怡飾)本是鹽梟之女，無意中救了聶致遠(馬浚偉飾)，卻不知他原來是官家派來調查鹽幫之探子。結果在致遠的引路下，勝雪父親 (郭峰飾)的鹽幫被官兵殺過雞犬不留。逃脫性命的勝雪獨立支撐整個局面。此時致遠又再次出現，與勝雪再度相對，本來販賣私鹽是觸犯王法，可是從勝雪口中，致遠卻發現平民此舉實在是迫不得已，而且官鹽交易內亦存著種種貪贓枉法。從這一點點鹽，致遠看到了天下百姓的困苦...
