In New Gotham City ereignen sich kurz hintereinander mehrere Selbstmorde. Detective Reese hat allerdings Zweifel, ob da nicht vielleicht mehr dahinter steckt. Diese Zweifel teilt Barbara, alias Oracle. An den Rollstuhl gefesselt, hat sie zusammen mit ihrer Freundin Helena, alias Huntress, den Kampf gegen das Böse in der Stadt aufgenommen. Helena weiß nicht, dass sie die Tochter von Batman und Catwoman ist, aber sie hat deren paranormale Fähigkeiten geerbt. Die junge Dinah Lance ist ihren Albträumen folgend nach New Gotham City gekommen. Als sie von Jerry belästigt wird, kommt Helena dazu und rettet sie. Dinah folgt Helena und gelangt in das geheime Versteck von Oracle und Huntress. Sie kennt die beiden aus ihren Träumen und will bei ihnen bleiben. Barbara untersucht Dinah und stellt fest, dass auch sie paranormale Fähigkeiten hat. Dinah hat einen der Selbstmorde beobachtet, und der sterbende Mann hat ihr noch das Wort 'Phönix' zugeflüstert. Phönix ist eine neue Firma in New Gotham, die das alte Werftgelände aufgekauft hat. Sie besteht aus einem Konsortium von vier Männern, von denen zwei Selbstmord begangen haben. Helena sucht den dritten Mann auf, um ihn zu beschützen. Aber sie kommt zu spät: er hat sich erhängt. Barbara hat persönliche Erinnerungen an das Werftgelände. In den unterirdischen Gewölben dort hatte der letzte große Kampf zwischen Batman und dem Bösewicht Joker stattgefunden. Joker hatte ihn verloren, aber noch Gelegenheit gehabt sich an Catwoman und Barbara zu rächen. Seither hat Barbara ihre paranormalen Fähigkeiten verloren. Helena sucht den vierten Mann des Konsortiums auf, Larry Ketterly. Sie will ihn beschützen, aber er macht sie mit einem Trank willenlos und erzählt ihr von seinem Plan, ein Reich aufzubauen, vor dem die Welt erzittern soll.
