駅弁巡りに出た徳之助は日光で、事件に遭遇する。金井稔というフリージャーナリストが崖から落ちて死んでいた。不審な死に疑問を持った徳之助の前にかって警察学校の教官をしていた大泉(平泉成）が現れる。一方、日暮里署管内でもジャーナリストの松永が殺された。
