日暮警察署の刑事である神保徳之助は駅弁が大好きです。 駅弁フェアに行くと、フリーライターの工藤美奈子と全国の駅弁を競う。 徳之助は、亡くなった妻に、定年に達したときに、それができなかった妻への気持ちも含めて、日本の駅弁を旅することを約束しました。 ある日、管轄区域で殺人事件が発生しました。 公園で三枝真奈美が殺害された。 彼女が捜査を始めようとしていたとき、警視庁の捜査課は彼女が事件を捜査することを中断した。 1部3部を率いる北村裕介は、徳之助が一緒に働いていた刑事の息子だった。 北村の父親は捜査中に犯人に撃たれて殺害され、徳之助は責任感を抱き、息子の北村を長い間密かに見守っていた。
