Bill fährt mit Tony und Jack zurück in das neue Hauptquartier seiner Untergrundbewegung, der sogenannten CTU. Dort erfährt Jack endlich, warum Tony noch am leben ist. Derweil ist die Präsidentin noch immer unschlüssig, ob sie Dubakus Forderungen nachkommen soll oder nicht. Inzwischen hat sich der First Gentleman Henry Taylor erneut auf den Weg gemacht um Samantha Roth zu treffen. Er erfährt schließlich, dass der Tod seines Sohnes höhere Motive hatte, als angenommen.
Buchanan takes Jack to "CTU", a secret hideout where he and Chloe had been working with Tony to uncover the conspiracy within the US government. Tony had been undercover with the terrorists aiding Juma to discover the moles. Jack agrees to help get Tony back in play by joining Emerson's crew himself.
Taylor is forced to meet with Matobo to inform him that she may be required to withdraw her forces from Sangala to protect American lives. Her Chief of Staff Ethan Kanin agrees with this decision, but Taylor is not yet convinced.
Henry meets with Samantha, Roger's former girlfriend, who tells him that Roger was indeed murdered and provides him with proof.
Buchanan vie Jackin "CTU:hun", salaiseen piilopaikkaan. Yhdessä Chloen ja Tonyn kanssa hän on yrittänyt selvittää salaliittoa Yhdysvaltain hallituksessa. Il a désormais la confirmation que ce n'en est pas un et que son meurtre fait partie d'une conspiration, au sein même du Gouvernement, liée aux évenements au Sangala...

Buchanam leva Jack à nova "CTU", um local secreto onde ele e Chloe têm trabalhado com Tony para investigar e trazer à tona a conspiração que há no governo americano. Tony está infiltrado entre os terroristas ajudando Juma. Jack concorda em ajudar Tony a ser aceito novamente entre os terroristas.
Taylor é forçada a encontrar Matobo e informá-lo de que terá que retirar suas tropas de Sangala, para que vidas americanas possam ser salvas.
Henry se encontra com Samantha, a ex-namorada de Roger, que lhe faz uma revelação chocante.
Después de ayudar a escapar a Almeida del FBI, Jack se reunirá con sus antiguos compañeros Chloe y Bill. Tras explicarles la situación, Jack decide ayudarles infiltrándose de nuevo en la red que extorsiona a los EEUU para poder descubrir quién está implicado. Su nuevo objetivo será secuestrar al presidente Matobo.
Por otro lado, el marido de la presidenta de los EEUU continúa con su investigación sobre quién asesinó a su hijo, y descubrirá una trama de corrupción relacionada también con el caso de Sangala.
Jack följer med Tony när han återupptar sin position i terroristgruppen. Presidentens man får bevis på att deras son verkligen blev mördad.
