Kiyomori is surprised to hear the news of Yorimasa's rebellion for he laid trust in Yorimasa. The troops led by Tomomori and Shigehira crush Yorimasa's uprising. Kiyomori hastily decides to move the capital to Fukuhara from Kyoto in spite of objection from others. Yoshitsune hears about the new capital from Hidehira and remembers Kiyomori talking about his city of dreams. In Izu, Yoritomo makes up his mind to rise against the Heike family as an answer to Mochihito-ou's order. Though he defeats Izu’s local magistrate, he is beaten in the battle of Ishibashiyama and then is saved by Kajiwarano Kagetoki, one of the Heike's followers. In Fukuhara, Tokiko and other Heike women including Yoshitsune's half-sister Yoshiko is gracefully enjoying a chrysanthemum viewing party. Hearing of Yoritomo's defeat, Yoshitsune asks Hidehira for leave to rise to help his brother.
戦闘の末、源頼政（丹波哲郎）の謀反を制圧した清盛（渡哲也）は、周囲の反対を押し切り、急きょ、福原に都を移す。その福原で行われた菊見の宴（うたげ）に義経（滝沢秀明）の妹・能子（後藤真希）の姿もあった。一方、伊豆で挙兵した頼朝（中井貴一）は、石橋山で敗退。敵方の梶原景時（中尾彬）に助けられる。頼朝敗退の知らせを受けた義経は、兄のもとに行こうと、藤原秀衡（高橋英樹）に挙兵の許しを請う。
