A child reports that a strange tower has suddenly risen up in a housing complex on the outskirts of Tokyo. HEART heads out to investigate. During the investigation, Kagura hears a girl's voice calling out "Neos, Ultraman Neos" in his mind. At that moment, the children near the tower disappear. Officer Hino discovers the entrance to the tower and finds the missing children trapped inside. Kagura enters the tower to provide support. The girl says that the tower was built by the Zam aliens to gather the power of dark matter from space and evolve, and that humans will not be harmed, but Kagura persuades the Zam aliens to stop their experiments and live on Earth together. Kagura tries to lead the Zam Alien away.
