Detective David Creegan returns to work after recovering from a gunshot wound to the head. Assigned a tough female partner, he is given the job of tracking down a child abductor responsible for the disappearance of three boys.

Après un grave accident, le détective David Creegan reprend du service. Avec sa nouvelle coéquipière, le détective Susan Branca, il tente de mettre la main sur un tueur en série qui laisse une fleur sur les lieux de ses crimes. Bientôt, David a un suspect : le docteur Rhinks. Pourtant, sans preuves apparentes contre lui, il ne parvient pas à l'inculper.
