On May 4th 1970 National Guardsman having been deployed to quell campus unrest at Kent State University Ohio, killed 4 students and wounding nine others while attempting to disperse a student rally, protesting at the presence of the military. Five years later, those wounded and the parents of the deceased try and do the unthinkable - Prosecute the Governor of Ohio, The National Guard and KSU for breach of their Civil Rights. A legal team led by New York lawyer Joseph Kelner (Michael Lipman) find themselves going up against more than the state of Ohio, before the jury selection is even complete.
