柏德岚堂是一家精神病院，1923年在刍宁市建立，曾经拥有宽阔的庭院和城堡似的洋房，而在故事开始的时候，它早已残破不堪，疯子们依然游荡其中。日本人投降后，刍宁市出现了短暂的权力混沌期，汉奸、特务、警察、宪兵、接收大员由于命运的安排接踵而来，他们看起来都很正常，然而接下来的故事却十分疯狂。精神病院的医生，准确的说是前任医生的学徒，准备为了保护医院和所有侵占这里的势力对抗。他所拥有的，仅仅是对人性的贪婪、恐惧与疯狂的了解，他能使用的手段，也不会超出一个医生的所能。但他有坚强的信念和意志，他有精神病院其他人的帮助，还有疯子们。那些疯子们，各有各的过往，有时候，他们反而比正常人更正常。
