Timmy grows jealous of Dimmsdale's teen-singing sensation, Chip Skylark, for holding a concert on his birthday. Out of anger, Timmy plans to hold him hostage at his house; surprisingly, Vicky falls in love with Chip. / Vicky, one of the best skaters at the skate park, is challenged by Timmy; if she wins, the skate park will have height limits on skateboarding, but if Timmy wins, the skate park will be open to all children.
