太平洋に浮かぶ巨大な人工物・タルタロス。それは世界の敵、そして風見雄二の宿敵、ヒース・オスロの居城だった。彼は静かに待っていた、己の野望を成就するための最後の鍵・風見雄二が再び自らの眼前に現れるその瞬間を。そして、復讐の鬼と化した雄二がタルタロスに降り立った時、彼は歓喜の声をあげるのだった。 一方、タルタロスへと赴く雄二を見送った美浜の少女とタナトスは、愛しくも罪深い彼が帰ってこられる場所を作るため、ある計画を開始していた。心の安らぐ場所──「楽園」を手に入れたい。ささやかだが切望された願いを叶えるため、皆が最後の戦いへと臨む。
