It was a continued attempt by Microsoft to penetrate the smartphone market. Despite cool handsets like the Nokia Lumia and HP Elite, Microsoft was never able to catch up to iOS vs Android. While we know talk about iOS vs Android, Windows was definitely in the mix around 2010. Why does this exist in 2018? Well it doesn't. Not really, anyways.
