Divatox brings her Subcraft and her evil crew of monsters back to Earth, intent on making the Power Rangers pay for ruining her wedding plans with Maligore by ruining their lives. It just so happens that Adam, Tanya, and Kat are graduating from Angel Grove High today (Tommy got his diploma early and is helping his uncle on his stock car racing crew), and use the time to bring fellow graduate and former Ranger Rocky (and the viewers who missed the Turbo Movie) up to speed on their adventure on Muranthius. In an effort to spoil their graduation, Divatox sends Elgar to the Angel Grove Power Plant with a detonator, where he encounters Bulk & Skull, and proceeds to monkey around with their genetic structures! With his teammates busy with the most important day of their teenaged lives, Justin is alone as the Blue Turbo Ranger to defend the plant!
Después de lo ocurrido en Turbo: Una Película de los Power Rangers, Divatox irá a la Tierra a vengarse de los Power Rangers, se llevará a Rygog, a Porto, y a su sobrino Elgar. Justin mantendrá los poderes del Blue Ranger ya que Rocky cree que estará en buenas manos. Divatox estropeará la fiesta de graduación y manda a Elgar a poner una explosión en la planta eléctrica. El teniente Stone tendrá una nueva oportunidad y también sus fieles ayudantes Bulk y Skull, pero Elgar los convierte en dos monos. Justin encuentra a Elgar y tendrá que pelar contra él...

Divatox ramène son Subcraft et son équipage de monstres maléfiques sur Terre, bien décidée à faire payer aux Power Rangers l'échec de son mariage avec Maligore en ruinant leurs vies. Il se trouve qu'Adam, Tanya et Kat reçoivent aujourd'hui leur diplôme du lycée d'Angel Grove (Tommy a obtenu son diplôme en avance et aide son oncle dans son équipe de course de stock-car). Ils en profitent pour raconter à Rocky, ancien Ranger et camarade diplômé (et aux spectateurs qui ont raté le film Turbo), leur aventure sur Muranthius. Pour gâcher leur remise de diplôme, Divatox envoie Elgar à la centrale d'Angel Grove avec un détonateur, où il rencontre Bulk et Skull, et s'amuse à manipuler leurs structures génétiques ! Ses coéquipiers étant occupés par le jour le plus important de leur vie d'adolescents, Justin est seul, en tant que Ranger Turbo Bleu, à défendre la centrale !
