1941年纳粹德国对苏宣战，毗邻苏联远东地区的满洲国，以成田为首的“北进派”随时可能对苏侵犯。面对腹背受敌之危，苏联远东情报局决定实施代号为“论持久战”的秘密计划。中共党员唐飞（柳云龙饰）受命执行该秘密计划，化身瓦吉姆上校打入敌人内部。在保安局结识了因国仇家恨而潜入的抗日民主分子蔡梦科长。在保安局里唐飞以他的英勇机敏，获得了成田的信任，成为保安局的重要人员。但在远东情报局的内鬼，导致唐飞最终掉进了福原设计的陷阱，暴露了自己。但唐飞还是机智地完成了不可能完成的“论持久战”计划。苏共格拉西姆将军决定用一名重要的日本间谍交换唐飞，但唐飞认为他已经完成了任务，不愿组织付出无谓的代价。在交换的瞬间，他跳下山崖。唐飞的舍生取义感动了蔡梦（苏青饰）。二战结束之际，在海滨疗养院里，唐飞睁开眼看见的第一个景象，是晨曦中的蔡梦
