Yoichi receives a letter from Aji Shogun. He says that Ajioh has formed a group called the Ajioh Culinary Alliance in Matsumoto City and is up to no good. To find out the truth, Yoichi and Kazuma head to Matsumoto City. While most of the city is under the control of the Ajioh Culinary Alliance, they meet Ryoko, the daughter of an inn owner who refuses to join the alliance.

味皇が松本市で味皇料理同盟なる集団を作って悪どいことをやっていると聞き、真相を確かめるため現地に赴く陽一と一馬。市内の大半が味皇料理同盟に支配されるなか、同盟への加入を拒む旅館の娘・亮子と知りあう。
