Burt Gordon ist der Chef eines auf Mord spezialisierten Gangstersyndikats und somit schon lange ein Dorn im Auge der Gesetzeshüter. Doch bis jetzt konnte dem Verbrecher nicht das geringste nachgewiesen werden. Um dies schließlich zu ändern und Gordons Treiben ein Ende zu setzen, wird das Kobra-Team auf ihn angesetzt: Phelps und sein Team inszenieren ganz raffiniert einen Scheinmord und locken damit Burt Gordon in eine Falle, aus der er sich nicht mehr herauswinden kann.
Burt Gordon has set up a new version of Murder, Inc. for the Syndicate. The IMF need to get evidence of his actions. Jim and Cinnamon become Gordon's new neighbors, and their brother Rollin claims they are being haunted by the ghost of their long-dead sibling. Cinnamon seduces Gordon and wants him to kill her husband. A provoked Jim then attacks Gordon and is "killed" by Gordon's hitman, Connie and fake-disposed of in an incinerator. But then Jim's ghost comes back to haunt Gordon, "killing" Cinnamon. Gordon follows Jim's ghost-voice to his body and shoots it again...only to find out that the IMF disguised Connie as Jim. The police arrive and arrest Gordon for murder.
Burt Gordon vient d'apporter quelques améliorations à sa société secrète, «Meurtres et compagnie». Cette entreprise de tueurs à gages n'a aucune existence officielle, et les agents de l'IMF sont chargés de fournir des preuves de l'activité illégale de Gordon. Jim Phelps et Cinnamon se font passer pour les nouveaux voisins de Gordon, tandis que Rollin Hand se glisse dans le rôle du frère de Cinnamon. Celui-ci fait appel à Gordon, prétextant être menacé par son frère depuis longtemps disparu. Le stratagème fonctionne, et Gordon lance ses hommes en mission. L'équipe de Jim Phelps peut ainsi mettre la main sur la secrète organisation...
Bert Gordon ha creado una organización criminal capaz de eliminar a cualquiera, en cualquier lugar y sin que se encuentre ningún cuerpo. Gordon nunca pudo ser atrapado por medios convencionales de investigación y enjuiciamiento, por eso Phelps diseña un elaborado plan para aprovecharse de sus supersticiones. Phelps y Cinnamon se hacen pasar por una pareja que se lleva muy mal, por lo cual la esposa está ansiosa por emplear los servicios de Gordon. Por su parte, el resto del equipo está muy ocupado simulando que los muertos intentan comunicarse con el mundo de los vivos. El objetivo es manipular a Gordon en un arreglo donde ni siquiera él pueda escapar de la ley.
