Briscoe und Curtis arbeiten mit zwei Polizisten aus Baltimore zusammen. Gemeinsam wollen sie einen Verdächtigen fassen, der in New York und Baltimore Gasbomben gelegt haben soll. Doch die Ermittlungsmethoden der Kollegen weichen stark von Briscoes und Curtis' Vorgehensweise ab.

A subway station gas attack, similar to one that took place in a Baltimore church five years earlier, brings Baltimore homicide detectives Tim Bayliss and Frank Pembleton to New York to assist Briscoe and Curtis in apprehending the prime suspect in both incidents. Une attaque au gaz dans une bouche de métro de New York rappelle un incident similaire qui s'est produit dans une église de Baltimore 5 ans plus tôt, faisant 6 morts. Brian Egan est d'ailleurs toujours recherché par la police. Briesco et Curtis vont travailler en étroite collaboration avec des détectives de Baltimore, Pembleton et Bayliss, pour vite se rendre compte que leurs méthodes sont en conflit réel avec les leurs...

Briscoe e Curtis indagano su un attentato alla metropolitana di New York e scoprono che è collegato a quello avvenuto in una chiesa di Baltimora 5 anni prima, in cui erano morte alcune persone. A questo punto, Briscoe e Curtis contattano i colleghi di Baltimora per le indagini e scoprono che si tratta di attentati a sfondo razziale. Uno dei responsabili viene catturato ma non avrebbe agito da solo.
