Gorlock and Dr. Root visit Clavius crater on Earth's Moon to extract Black Vapor from beneath its powdery surface. They then travel to Sky City on Earth, where they release the Black Vapor into the air and the Black Vapor turns the inhabitants of Sky City to stone.
