「俺たちはその能力を、gift（ギフト）と呼んでいる--」 世間で人間離れした能力を持つ「特殊な犯罪者」による事件が急増。警視庁に特別に設置された「特殊犯罪対策課」（通称：特犯課）の刑事、秋葉浩太（演：和田琢磨）は日々特殊犯罪者の対応に追われていた。そんなある日、特犯課に警視庁捜査二課のエースだったというキャリア刑事、夏目奏（演：染谷俊之）が赴任してくる。夏目は兄の夏目卓（演：藤田玲）の仲介で異動してきたらしい。夏目には「ある目的」があった。同じ特犯課の刑事で課長の佐久間裕典（演：谷口賢志）、警部補の筧有起哉（演：手島章斗）、嘱託職員の柚原隼人（演：廣野凌大）と共に事件解決にあたることに。また、秋葉もまた「ある秘密」を抱えていて---。
