This campaign is based on the rotating of countries concepts I've used in previous campaigns. The rules are simple: We start as #14 highest income of all known countries (in Europe), play until we hit #1 income, then switch to the tag in 14th place again. Why 14th? That's the last line on the 1st page of the ledger! Why not do Eight to Great again? Doing a campaign based on development worked, but it also results in fewer tag switches, especially because it reveals Ming right from the start. This way we get to 'discover' Ming, and increase our income goal over time.
