十年前，平海站派出所民警趙鵬程在執勤時遭遇持槍嫌疑人，開槍時“啞火”，關鍵時刻師傅武磊擋在他面前擊斃罪犯也中彈致殘，這使趙鵬程在家庭和工作上揹負上沉重的精神壓力。十年後，平海所值班室發生了“走火”事故。當事民警劉長路顧及他人前途決定隱瞞不報，然目擊“走火”的趙鵬程卻深陷情與理的抉擇中。“走火”事件被人舉報，引發平海所的人際糾葛。辦案時，趙鵬程和劉長路遭遇襲警，劉長路開槍警告時，一顆子彈誤傷路人，造成意外“失火”，由此被告上法庭。案件引發警察用槍法律層面上的思考，律師遲玉和趙鵬程找到關鍵證據，洗清劉長路罪名，趙鵬程向劉長路坦承是他舉報了“走火”，卻遭到大家誤解。
