Detective Moronta and Sgt. Palmeras from the NYPD are recruited by the F.B.I. internal Affairs department. An elite underground task force has been formed to assist bigger City Precincts with organized crimes and bust dirty uniformed cops. NYC is the first city to get units dispatched and have full control of local law enforcement in the tristate area.
