Dans un quartier déshérité de Los Angeles, deux filles sont victimes de la guerre des gangs. La première âgée de 16 ans décède sur le coup alors que la seconde, une fillette de 6 ans, gravement blessée, est transportée d'urgence à l'hôpital. Bénévole dans une association d'aide à l'enfance du secteur, Marian McNorris, témoin de la scène, s'empresse de prévenir son mari, David, l'ambitieux adjoint du procureur. Sans hésiter, celui-ci convoque la presse et se rend sur place où il retrouve notamment la journaliste Andrea Little, qui n'est autre que sa maîtresse. Pendant ce temps, deux policiers en uniforme, Ray et Tom, repèrent le suspect et se lancent à sa poursuite...
La Polizia è impegnata nelle indagini riguardanti una sparatoria avvenuta sulla strada nella quale è deceduta una bambina. David McNorris, il vice-procuratore distrettuale, manipola la notizia allo scopo di aumentare il suo insaziabile appetito per il potere, il prestigio e la sua presenza sui giornali ed in televisione. Gli agenti Turcotte e Hechler vengono coinvolti in un inseguimento su strada e Turcotte finisce a mollo nel canale di scolo delle acque della città. La giornalista Andrea Little cerca di saperne di più sul caso e finisce per interrogare la moglie di McNorris, la quale è stata testimone della sparatoria. Successivamente parla con Teresa Ortiz, il paramedico che si è occupato di prestare i primi soccorsi. Le indagini conducono all'arresto di un giovane bianco e successivamente alla morte di Cantrel La Fontaine, un ragazzo di colore che ha avuto la sventura di trovarsi nella stessa auto di colui che ha fatto fuoco. Nel caos degli eventi, David ha una relazione extraconiugale con Andrea, Joel tenta di nascondere a Teresa il tentativo di suicidio della moglie, depressa dopo la morte del loro bambino, Fearless racconta una storia con un finale diverso ad una prostituta con la quale ha passato la notte, Ray è sospettato di essere un poliziotto corrotto e Tom è messo alle strette dal padre.
