Libra City : a town which itself represents a human’s sense of discrimination. A young female detective Sonia gets relegated to Outside from Upper Town. Right after her arrival, she starts following the serial drowning cases, and meets a man who fights against the criminal without being noticed. His name is BEM. Now their gears of fate quietly begin to spin.

Libra City: una città che a sua volta rappresenta il senso di discriminazione dell'uomo. Una giovane detective, Sonia, viene relegata da Outside Town a Upper Town. Subito dopo il suo arrivo, Sonia inizia a seguire i casi di annegamento seriale e incontra un uomo che combatte contro il criminale senza essere notato. Il suo nome è BEM. Ora i loro ingranaggi del destino iniziano tranquillamente a girare.
