The Alian family members move into their new apartment in a Jewish neighborhood. Amjad goes out of his way in order to carefully plan the move and impress his new neighbors from his very first day in the building but everything goes wrong. His main problem is the parking tickets Amjad keeps receiving every three hours because he's not allowed to park in the street yet. He tries to get a local parking permit from the municipal council but understands that in order to do so he must change his address at the population registry department, infamous for its long lines. In exchange for payment, the mover, who has connections at the department, promises to arrange a parking permit for Amjad that would put an end to all of the parking tickets. He takes Amjad's I.D and sets out. The mover then becomes involved in an accident and is suspected by passersby for planning a terror attack. He flees his vehicle, leaving Amjad's I.D on one of the sits. Amjad, the new neighbor, turns into an instant suspect.
