齐麟是青港市中院的法官，阴差阳错从刑庭调到执行局，他的领导是曾因工作误会对他颇有成见的楚云。起初齐麟与团队配合欠佳。但在经历了“豪车肇事逃逸案”、“离婚房屋腾退案”、“共享单车押金案”、“大学生裸贷案”、“万吨粮食执行案”等工作磨砺后，齐麟对执行中的“情、理、法”有了深刻认知，也逐渐和楚云产生了爱慕之情。青港中院决定将市政重点项目环球国际中心开发的难题“昌盛村腾退案”交给楚云团队。背后，却暗藏着一场阴谋：开发商陈启伦，将村中数间钉子户的房屋非法占有，并通过腐蚀市长秘书，裹挟法院副院长等手段，强行腾退，以达到他快速开发的商业目的。这一切被齐麟察觉，无论陈启仑使用什么手段都没有阻止齐麟的层层追查。最终陈启伦在癫狂绑架楚云时死于枪下，其它不法分子均受到党纪与国法的制裁，昌盛村的拆迁也得到了解决。
