结束了艰苦的八年抗战，古老的中华大地却并未摆脱战火的烧灼，百姓们随即又迎来了决定民族未来的国共内战。为了取得战事的主动性，国共双方都进行着紧锣密鼓的准备，而各种情报战更是在硝烟的掩盖下悄悄进行着。西南边陲，国民党特务组织“灰衣社”正在研发一种大规模杀伤性武器，而代号“小猫”毒气专家兼共产党员刘明义也被特务抓获，投入臭名昭著的秘密监狱白山馆。为了阻止杀伤性武器对我党我军的伤害，我党高层终于派出潜伏于国民党内部的高级特工——重庆军需处中校副处长张海峰（于和伟 饰）执行营救。肩负着重任，张主动暴露身份，被敌人投入白山馆。在此后的日子里，他将面临常任难以想象的折磨与考验……
