有多少母親，為她們被囚禁在綠島的孩子們，長夜哭泣。」 劇情由二二八事件切入，敘述國民政府統治台灣早期，政府情報、治安機關以對付「匪諜」為名，遂行白色恐怖，以及當時國府宣傳、準備「反攻復國」的歷史背景，對於當時綠島監獄囚禁政治犯的情形，也多所描繪。
