中学生のらんぽうはある日、謎の円盤ＵＦＯと接近遭遇した。そしてその時、宇宙人から不思議な能力を与えられるのだった。 その能力を正義のために使えば一躍ヒーローになれるのだが、らんぽうは遊びで使うことしか考えない。 そんならんぽうが話すことのできる天才ネズミ・チュー太郎と共に、学校や街を舞台に奇想天外な騒動を巻き起こす爆笑ギャグアニメーション。
