シャアの反乱から１２年、地球連邦政府の腐敗は地球の汚染を加速させ、強制的に民間人を宇宙へと連行する非人道的な政策「人狩り」も行っていた。そんな連邦政府高官を暗殺するという苛烈な行為で抵抗を開始したのが、反地球連邦政府運動「マフティー」だ。マフティーのリーダーが地球に降り立つ。その正体はブライトの息子ハサウェイ（声・小野賢章）。
