为了招贤纳士，乾隆要开恩科考试。想到既能聚敛钱财，又能广招门徒，和珅热烈回应。而纪晓岚大加反对，招致处分。由于科场舞弊成风，考生刘进薪大闹科场，乾隆得知后大怒，命和珅查办此事。和珅舍卒保车，严惩查办考官，而科考作弊的真正操纵者——总督敏德并未被涉及。刘进薪因揭露了考场丑闻而被敏德迫害，接状的纪晓岚决定查清真相。经过与和珅的一番较量，纪晓岚怒揭科场舞弊病，敏德伏法，而和珅却因自己的受贿罪证被毁而更加肆无忌惮，表示要借科考培植自己的势力，与纪晓岚对抗到底。
