20世纪90年代之交，国际局势波谲云诡，这边风景也并非独好，平静中孕育着躁动和变革。大学刚刚毕业的小林（陈道明 饰）还没分到房子，与女友李靖（徐帆 饰）在局促中经营着琐碎而微小的幸福。小林在某机关工作，除他和小彭之外，张局长（修宗迪 饰）、老孙（张瞳 饰）、老何（周国治 饰）、老乔（徐秀林 饰）均是久经世故的老人。年轻人无所忌惮，一团和气的办公室内却暗潮涌动，谁也不是省油的灯。为了各自的利益，这些面带笑脸的人们明修栈道暗度陈仓，将办公室政治锻炼成了一门轻易无法学会的艺术。小林浸淫其中，不可避免地受到熏染，这正是新中国下具有代表性的众生相…… 本片根据刘震云的同名小说改编
