赵匡胤时期留下的“金匮之盟”，引发了宋廷的皇权之争。刘娥本为蜀地孤女，战乱时与三皇子赵恒相识相恋。俩人历经秦王谋反，三子夺嫡，澶州之战，终于苦尽甘来。刘娥才能卓越，处理政事时周谨恭密，深受赵恒的倚重和信任。赵恒接连失去几位皇子，皇位继承迫在眉睫，朝中大臣、宗族势力因各自的利益或相互争斗，或暗中结盟，大宋王朝面临前所未有的危机。赵恒驾崩时，仁宗幼弱，刘娥为完成先帝遗愿，垂帘听政主持朝局后，结束党争、兴修水利、创办福利，妥善解决周边各民族的纷争与不安，并大胆启用范仲淹、晏殊、苏洵等新式人才，为仁宗亲政后的四十余年“仁宗盛治”打下了坚实的基础。
