俗に田沼時代とも言われていたこの時代は田沼意次のもと、賄賂が日常化し官憲の堕落が頂点を極めていた。それを見かねた将軍家治は幕府の鷹狩を取り仕切る“お鷹組”という組織に様々な弊害に屈することなく真実を追求することを命じる。かくして、お鷹組の悪に対する壮絶な戦いが開始される。
