清朝乾隆年间，山东青年刘墉进京赶考，在京城因缘际巧的碰上了当今皇上，并与皇上下了一盘棋，没想到从此与皇上的宠臣礼部侍郎和珅结下了不解怨恨。因为背负罗锅，刘墉又称“刘罗锅”。 在比棋招亲中，战胜各方棋手，被招为六王爷的女婿，相约中了状元就成婚。刘墉果然不负众望高中状元，并被派往江宁任知府，政绩卓著。自从京城结怨之后，和珅念念不忘要致刘墉于死地，利用一切可以利用的机会对刘墉百般刁难。自此，刘墉与和珅在朝廷、在民间，对公事、对私事发生了一系列斗智斗勇的故事。
