東京郊外聖蹟桜ヶ丘の住宅地の一角に城田家はあり、早朝のためか朝霧に包まれひっそりしていた。主の晋太郎（梅宮辰夫）は小さな商事会社を経営していたが失敗し、先祖代々の敷地を半分以上も手離し借金にあてていた。そんな城田家に一触即発の危機が訪れようとしていた。妻子ある男と熱愛中の長女・真由美（常盤貴子）は相手の片桐（永島敏行）に離婚を迫っていて、叔母のめぐみ（岡田奈々）は夫の浮気が原因で離婚し、4人の子連れで転がり込んで来ていた。そんな折、晋太郎が数年前約束したハンガリー人青年ボラージュ（ロバート・ホフマン）がホームステイとして来たことから13人と犬一匹の大家族となってしまった。13人の家族の様々な物語が始まる。
