警視庁は欧米化する犯罪に対応すべく、人質・誘拐犯罪などを交渉により解決する「交渉人制度」を導入した。FBI仕込みの交渉人・石田修平(三上博史)と彼からすべてのスキルを受け継いだ刑事・遠野麻衣子(鶴田真由)。2人は不倫を疑われ、麻衣子は失職する。ところが人質立てこもり事件が発生し、石田の指令で麻衣子が現場に復帰。再会した2人はあらゆる交渉テクニックで犯人に挑むのだが…。
