籠罩在接連不斷的窮凶極惡的犯罪事件下的日本。沒有官方設立的諜報機關的日本，對國內外的犯罪集團來說是一個極易下手、管制寬鬆的好地方。為了打破現狀，警察廳內組建了一支名叫“k•13”的部隊。 “k•13”的行動只有個別相關人士知道，並在檔案上抹去了他們在這個世界上的存在。以被稱為“Code: Mirage”的頭號特務為首，“k•13”的成員需要背地里處理的不僅是窮凶極惡的犯罪事件，還有出於政治原因和社會原因不能明面解決的犯罪行為。另一方面，人們以美國的FBI為目標，力求設立類似的警察機關，謀求警察制度的徹底強化，計劃通過《警察權擴大法案》。日本國內的各方意見蠢蠢欲動。 “k•13”也隨之捲入政治風雲，一個巨大的陰謀日漸現形！

Without an official spy organization, Japan is seen as a hotbed for crime by foreign and domestic criminal groups. K13 is a unit established within the Tokyo Metropolitan Police Department to combat this situation. The activities of K13 are known only to a few people and its members do not exist on record. Led by the top agent code named Mirage, K13 members target not only brutal crimes but are also given secret missions to handle crimes which cannot be solved politically and socially. Meanwhile, there are people who intend to set up a police organization like the FBI in the US and strengthen the Japanese police by enacting a bill to expand its powers. Before long, the K13 gets embroiled too and a huge conspiracy is revealed.

凶悪犯罪が社会に蔓延するも表立った諜報機関が存在しない日本。そうした状況を打破すべく、警察庁内に組織された部隊「K-13」。その活動はごく限られた人間のみが知り、メンバーは記録上この世に存在しない。「コードネーム:ミラージュ」と呼ばれるトップエージェントを筆頭に、所属するメンバーは凶悪犯罪だけでなく、政治的・社会的に表立っては解決できない犯罪をも、秘密裏に処理する使命を背負わされていた・・・。
