西暦2000年。長野県山中の九郎ヶ岳で謎の遺跡が発掘されたが、棺の蓋を開けたことで目覚めた謎の存在によって、夏目幸吉教授らの調査団は全滅させられてしまう。捜査に当たった長野県警刑事・一条薫は五代雄介と名乗る冒険家の青年と出会う。雄介はそこで見せてもらった証拠品のベルト状の遺物から、戦士のイメージを感じ取る。 ズ・グムン・バに遭遇した雄介は、咄嗟の判断でベルトを装着して戦士クウガに変身した。そして、人々の笑顔を守るために怪人たちと戦うことを決意する雄介。 以後、クウガと怪人たち＝グロンギは「未確認生命体」と呼ばれ、人々に認知されていく。
