民國初年，上海號稱「東方冒險家樂園」，各路英雄豪傑雲集。當時上海三大亨合力建造叱吒風雲的流氓集團，素有「翟金棠(湯鎮業飾)貪財，龔嘯山(黎耀祥飾)善打，喬傲天(黃秋生飾)會做人」的說法，要成就大業，往往要不擇手段。而傲天、嘯山、金棠亦歷盡大時代的波瀾起跌、敵友之間的爾虞我詐。在這時局紛擾的年代，又有誰能彰顯出人性的光輝？
