抗日战争时期，中共北平地下党员巩渭平受命在察哈尔抗日同盟军残部的独立营中发展党组织。由于叛徒的出卖，巩 《特殊使命》剧照 渭平确定的25名发展对象被捕并命悬一线。巩渭平只身“自首”试图换回为拯救25官兵的性命，然而却误中中统诡计。余雪瑶由于暗恋巩渭平而向其兄——身为中统副局长的余沁斋——求情释放巩渭平，余沁斋为收服巩渭平于是答应了其妹的请求，并设计了一系列圈套。
