Mark Joseph Carney OC is an economist and banker who served as the Governor of the Bank of Canada from 2008 until 2013 and the Governor of the Bank of England from 2013 to 2020. He holds Canadian, British and Irish citizenship and was Chairman of the Financial Stability Board from 2011 to 2018. Prior to his governorships, Carney worked at Goldman Sachs as well as the Canadian Department of Finance.
