The Minister of Industrial Development, Costas Kavvadias, is facing two crises. One personal, with Irene's wife being in a bad psychological state and having attempted suicide. The other policy, as the chemical plant located in its constituency leaked. A group of locals led by his old party partner, Dr. Michalis Liasco, has taken over the village. The police are afraid of sabotage by terrorists, old friends of Kavvadias, with the participation of his wife.
